Demand response helps relieve strain on the electrical grid by telling participating customers to reduce their energy use at times of peak demand. This extends the life of grid infrastructure and reduces the need for replacements and repairs, keeping energy costs low. Times of peak demand are also when carbon emissions are highest because they require additional power generation from dirtier fuels. By participating in demand response, your business can earn incentives for helping reduce carbon emissions and keep energy costs low.

Step 2

Once enrolled, your utility will send out notifications when a peak demand event is expected. All you have to do is reduce your energy use during that period. This can be done manually by doing things like shutting off lights or shifting processes, automatically through a building management system, controlled device, or discharging storage such as a battery, or with the help of a curtailment service provider. Step 3

At the end of the season, in most cases summer or winter, your utility will calculate your incentive, often based on how much you reduced your energy use during events, and sends you a check.

Energize CT Heating Loan Program

Financing at a 0.99% interest rate, up to $15,000, is available for qualified homeowners for the purchase and installation of eligible energy-saving heating equipment. Repayment through your utility bill makes the process easy.

If you’re a residential customer of UI, Eversource, CNG, or SCG you could be eligible for low-interest financing for a new energy-efficient heating system. To participate, you must own a single-family home or a multi-family home up to four units, including condos. Vacation homes also qualify.

Heating equipment to be installed must meet specific efficiency criteria for boilers, furnaces and electric heat pumps.

Financing Amounts and Term

  • Financing is available up to $15,000.
  • A minimum down payment of 10% of the cost of the replacement heating furnace or boiler equipment is required. The minimum down payment varies by type and efficiency of equipment selected. 
  • 0.99% interest rate.
  • Financing term between 3 to 10 years based on the time it takes for the replacement heating furnace or boiler equipment to pay for itself from energy savings, plus two years.  For details visit ctheatloan.com.
  • No fees to you or your contractor; no pre-payment penalty.
  • Unsecured, fixed-rate financing.
  • Payments are made along with your monthly electric bill payments. If the property is sold, the balance may be repaid or may be transferred to the new owner.

  • You must have an Eversource or UI residential electric account at the address where the new equipment is to be installed.
  • You must own the property where the new equipment is to be installed.
  • You must be current with your electric utility bill and have had either:
    • no late payment charges for the most recent six (6) consecutive months or
    • no more than two (2) late payment charges for the last twelve (12) consecutive months
  • Equipment to be installed must meet specific efficiency criteria for boilers, furnaces and electric heat pumps
  • All work must be completed by Capital For Change registered contractors. To participate, contractors must meet program standards, including proper licenses and insurance.

Additional Details

This program provides customized solutions for multifamily buildings or complexes with five or more units, and includes:

  • Assistance with energy efficiency upgrade projects already planned
  • An assessment of your building's energy-saving opportunities
  • Resources to support in-depth assessment of a full range of strategies for further improvements including solar and other renewable energy, as well as health and safety measures
  • Incentives and financing for energy efficiency upgrades

Provide your contact information and any project information with this application. For energy efficiency projects, submit it to your electric utility company. For renewable energy and/or financing  projects only, submit your application to the Green Bank. If your application is for both energy efficiency and renewable energy or financing, submit it to both your electric utility and the Green Bank.

At this point, if you already have an energy efficiency or renewable energy project, additionally submit any project proposal(s) and a completed Project Form to your electric utility company (for energy efficiency projects) and to the Connecticut Green Bank (for projects including renewable energy and/or financing). After we’ve helped you address this proposal, if you’d like to evaluate your property in a more holistic way, follow the steps below.

Once you’ve completed Step 1 above, a utility or Green Bank representative (as appropriate) will contact you. A professional consultant or in-house representative is available to visit your property to identify the cost-effective energy improvement opportunities that make the most sense for your property. Technical and financial assistance is available through the Multifamily Initiative for a wide variety of design and predevelopment tasks, including:

Using the recommendations from the energy assessment and any technical assistance you select, design and price a comprehensive project that will maximize your energy savings, as well as the incentives and financing you will receive.

If your project qualifies based on your submitted proposals, plans, specifications, and pricing, you will receive a commitment of incentive dollars and, if requested, an offer for financing the balance of the project cost. You can also provide your own financing or explore one of these sources. After construction and required inspections are complete, incentives are paid.

It is recommended that owners track utility use and verify that equipment is working properly during the warranty period and beyond.

Existing properties of five or more residential units may be eligible for the Multifamily Initiative.

Energy Conservation Loan Program

This program for income-qualified consumers offers below market interest rate terms for the purchase and installation of cost-saving energy efficient improvements for single or multi-family homes.

Additional Details

**Effective 12/28/2017, the ECL loan program is limited to emergency situations only (non-working heating systems and leaking roofs). Applicants must be ineligible for other programs in order to qualify for an emergency loan**

Energy Conservation Loans finance energy conservation improvements for low- and moderate-income single-family (1-4 units) home owners. This program is funded by the Connecticut Department of Housing (DOH) and is administered by Capital for Change, Inc (C4C). This loan may be used to finance energy efficient home improvements up to $25,000 at below-market interest rates. Zero-percent interest rate loans are available for higher-efficiency boilers and furnaces.

Income Limit

This is an income-restricted program. Please Capital for Change, Inc. for the current income limits by town and household size.

Loan Amount and Term

Single family (1-4 units) homeowners may borrow between $400 - $25,000 for a period of 10 years for eligible improvements. 

Eligible Improvements

The following are the emergency improvements eligible under the ECL program as of 12/28/2017:

  • Replacement of non-operational heating system
    • 0% interest for furnaces/boilers that meet efficiency minimum of ENERGY STAR® rating for natural gas or > 84% efficiency rating for oil/propane
    • Applicant must not be eligible for alternate heating loan products (Smart-E loan and EnergizeCT  Heating Loan)
  • Replacement of leaking roof

The emergency status of the project must be verified by the contractor who will install the replacement, and all work must be completed by a C4C Participating Contractor.

Apply for a Loan

Heating system applicants must apply for a Smart-E loan or an EnergizeCT Heating loan before they will be considered for an emergency ECL loan.
