Supplier Billed Rates - Residential Customers

  • Licensed suppliers use the Eversource and United Illuminating Company (UI) billing system to bill for their generation service, commonly referred to as consolidated billing.  Consolidated billing allows customers to receive one electric bill. Below are links to the billed rates.
  • Suppliers also have the option to directly bill their customers.  The rates charged under direct billing are not provided to Eversource or UI.  Therefore, those rates are not provided here.
  • Since 2015 the Public Utilities Regulatory Authority (PURA) has required Eversource and UI to submit all residential and business rates billed by suppliers through consolidated billing.  Eversource also provides supplier rates billed to streetlight customers.  This information is publicly available in Compliance Filings in PURA Docket No. 06-10-22.  Other information submitted monthly by Eversource and UI under Docket No. 06-10-22 includes sales and the number of customers served by each supplier.
  • Supplier contracts may last longer than six-month Standard Service rates and therefore may reflect risk premiums not reflected in Standard Service rates.  Supplier rates may also include other items (e.g., gift card incentives) or may support renewable energy that exceeds CT's minimum requirements.

Information from the Public Utilities Regulatory Authority

  • Eversource and UI Standard Service is the generation option for residential customers who do not choose a licensed supplier.
  • You are not required to switch to a licensed supplier.
  • Eversource and UI must return residential customers to the Standard Service rate within 72 hours of the request. Learn more.
  • Suppliers can only offer Fixed contracts for residential customers.  Switching to a supplier occurs on your next meter reading date.
  • Residential cancellation fees cannot exceed $50.
  • Suppliers are required to notify you about a change in the generation rate when a Fixed plan is ending.

In addition to licensing electric suppliers the Public Utilities Regulatory Authority issues a Certificate of Registration to electric aggregators.

What is an electric aggregator?

An electric aggregator gathers consumers for the purpose of negotiating the rate for generation service from an electric supplier.  An electric aggregator must negotiate with suppliers on behalf of the customers it represents. As such, an aggregator must act as the customer's agent. As a customer's agent, the aggregator may not simultaneously be an agent for one or more suppliers.

How does a registered aggregator differ from a licensed supplier?

Suppliers purchase the electricity that is provided to customers and bill for that electricity through either the customer's electric bill (commonly referred to as consolidated billing) or by directly billing the customer. Aggregators do not purchase electricity or bill for generation supply.  Instead, as noted above, aggregators gather consumers together for the purpose of negotiating the rate for generation from a supplier.

Why are aggregators allowed to post offers on Connecticut's Rate Board?

PURA oversees suppliers and aggregators and posts generally available rates to the Rate Board.  If an aggregator can offer a generally available rate to residential or business customers it may be posted to the Rate Board.

How do aggregators get paid?

Aggregators must act as the customer's agent.  As such, customers typically pay the aggregator for their service.

If I am paying an aggregator, who is my supplier?

Aggregators gather consumers and negotiate rates from suppliers on behalf of those customers.  The aggregator then selects the supplier and rate that is offered to its customers.  Customers who choose to work with an aggregator will be served through the supplier that is selected by the aggregator.

Will the name of the aggregator appear on my electric bill?

No.  Information on your bill will reflect the licensed supplier that is providing your generation service.

Past Business Standard Service Generation Rates

  • The graphs show the trend in Standard Service generation rates for business customers.  Rates are rounded.  Complete rates are shown on the 'Rates Table' tab.
  • In some years, Standard Service rates changed on January 1st and were fixed for one year.  One-year fixed rates appear on the graph as the same rate on January and July 1st.
  • In some years, Standard Service rates changed on January and July 1st and were fixed for six months. Six-month fixed rates appear on the graph as different rates on January and July 1st.
  • Standard Service rates are approved by PURA about 45 days before their effective date; around May 15th for rates in effect July 1st and around November 15th for rates in effect January 1st.

Standard Service Generation

  • Standard Service is the generation supply option provided by Eversource and United Illuminating (UI) and is available to all residential customers. However, customers can choose a licensed supplier for their generation services which may lower their cost.
     
  • Eversource and UI do not own electric generation plants or produce electricity.  Instead, they buy electricity in the marketplace to serve customers on Standard Service Generation.  So Standard Service Generation rates are based on the market price for electricity.
  • Standard Service Generation rates change on January 1st and July 1st and are fixed for six months.
     
  • Customers who wish to return to the Standard Service rate must contact Eversource or UI. Eversource and UI are required to switch residential customers back to the Standard Service rate within 72 hours of the request and will prorate your bill accordingly. Be sure to check with your supplier regarding cancellation fees that may apply. Learn more about returning to Standard Service Generation.

What is Supplier Choice?

A.

Your electric bill is divided into two major sections: delivery and generation. Since 2000 the generation portion of your bill has been deregulated, meaning that independent companies, known as “electric suppliers,” can compete to sell generation services. Customers of Eversource and UI have the option to receive generation service from a licensed supplier or to remain with and receive generation service from Eversource or UI.  The delivery costs on your bill remain fully regulated.

What are some questions that I should ask suppliers?

  • If a business customer, is the generation rate fixed or variable?
  • How long is the contract?
  • Will the contract automatically renew at the end of the term?
  • If the contract automatically renews, can it renew for more than my current rate?
  • By when do I need to act to prevent the contract from automatically renewing?
  • When will you notify me that the contract is ending?
  • What are the monthly savings compared to the standard service rate?
  • Is an enrollment or other fee required?
  • Do you offer any benefits like a home energy assessment or an enrollment bonus.

How long does it take to switch my electric supplier?

A.

The switch happens on your next meter reading date and the meter reading date is shown on your electric bill.  Be sure to ask the supplier how your meter reading date will affect the date you switch.

Is Eversource or UI my electric supplier?

A.

Eversource and UI provide Standard Service Generation to customers who do not choose another electric supplier.

Q.

What happens after I switch to a licensed supplier?

A.

Eversource or UI will continue to deliver electricity to your home or business and send the electric bill. The only difference is that the Generation Service rate on your bill will reflect the rate charged by the electric supplier.

How do I return to Eversource or UI Standard Service?

A.

You must contact Eversource or UI to return to Standard Service generation.

Do Eversource or UI own electric generating plants?

A.

No. Eversource and UI no longer own power plants or produce electricity. Instead, they buy electricity from wholesale suppliers for delivery to customers who have not chosen an electric supplier.

Can Electric Suppliers charge me an Early Cancellation Fee if I return to Standard Service generation or another Electric Supplier?

A.

No. Connecticut no longer allows suppliers to enroll residential customers into contracts with early termination fees.

Q.

Do Eversource or UI earn a profit by providing Standard Service generation?

A.

No. Eversource and UI buy electricity from wholesale suppliers for delivery to their customers. All customers pay what Eversource and UI pay to purchase this electricity - no more or no less. Eversource and UI do not profit from the electricity they deliver to you; they just pass through the cost.  Third party suppliers may profit from supplier contracts with you.

Can an electric supplier shut off my electricity?

A.

No. Only Eversource or UI can shut off your electric service.

Who sends me a bill if I choose a licensed supplier?

A.

You will continue to receive one electric bill from Eversource or UI. The only difference is that the generation rate on your bill will reflect the rate offered by the electric supplier you selected.  Some suppliers offer direct billing. If you choose direct billing you will receive two bills - one from Eversource or UI for delivery service and one from the electric supplier for generation service.
